This is correct. http://semanticweb.org/wiki/Special:ExportRDF/Rudi_Studer is an ontology (it is an information resource as you can see), and the actual resource it describes is http://semanticweb.org/id/Rudi_Studer and the two are connected by a rdfs:isDefinedBy property.
